The GFDLv1.2 only allows editing of the variant sections. The
invariant sections, which can include covers, histories or,
in at least one case I have been told of, the entire document,
cannot be edited at all by another person.

That restriction does not just include redistributing an edited 
version, it applies to editing it for your own use.
