There have been some efforts to solve this, see

with the related DTD

However, I don't know how it could be used to solve your problem, even though in

it is claimed that you can use this XML file to "make stuff for JadeTeX using DSSSL specifications".

Once again, Norm was ahead of us:

but I've never seen those Perl scripts he used to "build glyphs from Unicode characters".
