Not exactly. I want to be able to include Unicode examples from
more than one conventional locale, including perhaps math, IPA,
and assorted other symbols, besides text in various writing
systems. Or at least one particular Unicode URL containing
non-Latin letters with no language or country identification.
Anyway, if it is a question of L10n, what we want is a UTF-8
locale.

JadeTex doesn't understand UTF-8. I don't know how to make it use
a Unicode font, and I don't know how to refer to characters in
that font.
