Now that you guys mention UTF-8 vs. ISO I think I can help point you
toward a a fix for this.  I believe that the XSL stlyesheet for XHTML
has a different encoding than the stylesheet that produces HTML and this
is what causes the strange characters.  Changing the encoding in the XSL
will take care of things, I think.  I remember having this discussion a
while back with Emma Jane Hogbin.  She is the person who found the fix
and may be able to shed some more light on this such as which file in
particular she edited to make it work.
