I have been thinking about it but I am not sure that is optimal in most
cases. From what I understand Jigdo would be handy for updating an
existing collection to the lastest set. Hopefully one of the Debian
developers will clarify the issue.

In most cases people want the same collection in which case Bittorrent
should be well suited.

Distributing large numbers of 100 - 500 MB datasets does require some
thinking.
