I was considering something done thru the stylesheets that would
prepend the title ("Draft:"); something of that nature. This similar to
how we implemented "archived" documents on the site. They are
clearly marked in the main HOWTO list and contain some text in
the preface/document abstract. I think that's better than splitting
up the collection.

Correct. That is still the goal, but at this point it's become
more-or-less a bottleneck in the process. We need to fix it.
