I agree. The review process is really starting to get in the way of having 
new documents flow into the LDP.  We need to think of a way to streamline 
it - at this point, it's only frustrating many potential contributors.

Perhaps new documents (after some sort of a "sampling review" as
David points out) should flow into the system immediately, but are 
marked as 'drafts' until a proper/full review can be accomplished? 
By having the document be a part of the main document collection, 
we can probably get more people to particpate in the review process, 
even if it's done in more of an informal manner. 

We need to fix our workflow.  Any other suggestions are appreciated.
