The Docbook XML CSS Saqib mentions is actually a very different beast.
The stylesheet you reference applies to the result of first
transforming a document with a {dsssl,xsl,etc.}-html-stylesheet.
Docbook XML CSS can be applied directly to a source document itself,
without pre-processing.

After registering[1], you need to contact one of the existing users[2],
and ask them to give you permission to make changes. (I must admit that
the requirement that I pester a random individual by personal email put
me off completing the process.)
