I don't know where you looked in, but if you go to the "Linux Documentation Project: Authors - Contribute / Help" link:
http://www.tldp.org/authors/
you will read:
"Potential volunteers should become familiar with the information contained in the LDP Author Guide (formerly known as the "HOWTO-HOWTO")".
Following the "LDP Author Guide" link, you will arrive at:
http://www.tldp.org/LDP/LDP-Author-Guide/html/index.html
and from there it is very easy to see the "Summary of The LDP Process" link, under chapter 2, near the top. Clicking there, you arrive at

which says it all.
