We have the document here, or at least a comparable document:
http://www.tldp.org/guides.html#fhs

But I notice it needs to be updated as it's based upon FSSTND 
v2.2 final (May 23, 2001) and I see that the current version of
the standard is 2.3 (January 29, 2004).

You can contact the author and see if he/she has plans to provide
an update based on the new version of the standard. That would
help us (/the LDP).

What do you mean "break"? Can you provide more specifics?
