Yes. You can write in LaTeX, then import the document to LyX (or write directly in LyX). LyX is a GUI frontend to LaTeX. Everything that is legal in LaTeX is legal in LyX. Then you can export the document from LyX to SGML and from there you can create all other formats yourself - or send the SGML document to TLDP for submission.
You must only bear in mind that LaTeX environments do not always correspond to SGML environments - in LyX you would have to choose one of the "SGML document classes", which offer different environments from the LaTeX "articles class".
