The maintainer doesn't get to decide, in the sense that they can make up
there own rules.  They decide based on the Debian Free Software
Guidelines.  The maintainers' decisions are also reviewed by other
maintainers, developers, and maintainers of the Debian archive.
The Debian Project puts a lot of effort into complying with the DFSG.

I hope you will reconsider your decision.
