It's a good clean technique, but it has been used for unethical purposes 
too.
For example, spam emails with HTML content can contain web-bugs that are 
unique for every spammed address.  So the spammer can check the web bug 
statistics to see which addresses are reading his spam and which not, 
and then send even more spam to the active addresses.

By the way, I am in favor of using this technique to obtain some statics 
on HOWTO hits. I just wanted to say that web bugs can be evil if you use 
them in an evil way.
