The author does not need to do anything at all. Just put the web bug in the 
stylesheets used by LDP to create HTML or other output, and you're done. 
The author of course can release as many versions of this document as 
he/she wants and is not obligated in any way to webbug those. However, 
those docs that are published by the LDP (i.e. created from the source with 
LDP stylesheets and scripts) will have it automatically since it is only a 
way to track traffic.
