These are excellent guidance, and I urge that they be adopted as policy.

Personally, I think the third point ("do not change the font size for the 
main content of the page") is the obvious blunder I see CSS designers make
the most often and with the least excuse.  I was extremely pleased to see
that the propsed CSS does not use absolute font sizes.
