OK, here's an update then :)
And sorry if I have broken the subject in my typical harsh and impatient
way ;-)
Since we were having serious problems maintaining some level of quality,
the procedures have been made somewhat stricter. This also prevents abuse
of TLDP for personal gain.
We'd like authors to submit proposals for new documents first to
####@####.#### to see whether the subject is a good one, to define
the scope of the doc and to generally help them get inspired. In your
case, this is obviously not a problem, still you might value other
people's comments and concerns.
After the proposal is accepted, you submit to ####@####.#### and get
assigned a (technical) reviewer. This person or these persons will check
accuracy of the document, and do a language review so that all TLDP
documents have the same style for spelling, use of grammar etc.
Of course, this happens in cooperation with the author. Tabatha Marshall
is assigned review coordinator, she can tell you everything about this.
After the review is done - it might go fairly quickly since you usually
submit completed documents - you resubmit with a request to publish.

Sergiusz Pawlowicz is maintainer of the repository and will give you an
account. You don't have to apply but you are greatly advized and
encouraged to do so, because this enables everybody to work together in
the most optimized of ways.

Most of it will be fairly obvious to you, of course.
This is our way of controling quality for our readers, who come to us in
good faith. It's a bit more overhead than it used to be, but we decided
it's for the best.
