I have not seen anything on our web site that gives any indications
of the problems involved in printing out the collection. My non-expert
reading of the copyrights do not either suggest printing, binding and
selling with an ISBN means copies have to be submitted to a number
of institutions around the world.

Years ago Redhat made a hardcopy, this issue was not brought up then
from what I can remember.

Since it seems to be a problem in one country there might very well
be more and we should urgently add a notice that a publisher should
fulfill these obligations or not include specific documents.

Are there ways of getting around these issues such as assigning
ownership of documents to someone else?
