To reiterate a suggestion made by Emma:
"FWIW ISBNs are for printed matter, not on-line books. We should be
looking at being included in the OAI (http://www.openarchives.org/)
repository. It is more appropriate to what we are doing. ISBNs are
publisher specific and should be tied to a PRINT copy of a document."
This may be a good alternative to the ISBN idea. :D
