It seems to me that only particular editions of a physical book can have ISBN 
numbers.

If someone were to publish a dead-tree edition of a particular document (or 
collection), that edition could get an ISBN number.  But then if someone else 
were to publish the exact same document, being a different publisher they would 
need a different ISBN number.

I may be wrong, but I don't think ISBN numbers would solve the problem of making 
TLDP docs easier to find.
