yes. emacs with psgml mode. if you are prepared to learn it, it is much 
smarter than a plain text editor. if you are looking for a gui, you 
might be interested in conglomerate.org and openoffice docbook support 
which are not as mature.

the db2html can help you convert docbook sgml to html
and
xmlto tool can be used in a similar way for docbook xml
