There is obsolutely no reason to mention Microsoft employees in 
particular. It would have been much better to just say "Otherwise it 
would be subject to misuse". Linux is not about being anti-Microsoft. 
Control does exist. Tabatha, LDP review coordinates is suggesting a 
yearly review after the intial one. There has been some discussion about 
putting some concrete policies regarding this in the author guide or the 
reviewer guide. You are free to contribute your ideas

The language review is done by some assigned volunteers who would send 
you their feedback. You can decide what suggestions to accept. You can 
request a technical review in this list. If someone is available with 
the technical expertise they will send out their feedback regarding 
this. LDP usually doesnt reject any document outright. Any author who 
wishes to listen to suggestions would be able to incorporate some 
improvements.
