I would suggest that you also cover (or use) the Latin0 (ISO 8859-15)
character set. UTF-8 can be quite inefficient by using 2 bytes per
character instead of one (as in Latin0).

My suggestion for the language HOWTOs would be to have one HOWTO on
Foreign Languages (which translates into "non-English Languages"). It
would cover installing the various character sets and UTF-8. It would
also cover remapping the keyboard (perhaps including doing it for dumb
terminals).
Then there would then be a HOWTO for each language which would cover
what the Foreign-Language-HOWTO doesn't. Some people would be able to
get by with just the Foreign-Language-HOWTO. But for languages where
there are a few different character set options such as Russian, then a
HOWTO for the specific language (or language group) would be needed.
