True. One could also have a "McDonald's" license, where the main thing is 
unified and where there are one or two additional options (supersize fries, 
the toy of the month, etc.) which authors can individually select. Using 
the same license with a specific set of additional licenses is much more 
flexible but also much easier to deal with (keeping in mind the 51 
variations mentioned).

Just a thought.
