Take a look at Apache's FOP. (http://xml.apache.org/fop/index.html)  I 
have used it to transform DocBook-XML into HTML and PDF and it works 
pretty well.  The current release is at a very low version number right 
now, 0.2.5, but the "News" page shows that they are actively developing it.
