Just as an alternate thought, even though this would be more difficult to
display in text browsers et al., we could display HOWTO's that are under
review in a framed web page, where the top frame simply has the name of the
HOWTO, a 1-to-10 rating, and a mailto link requesting feedback. That way
the user would go directly to the HOWTO, but would be reminded throughout
his/her reading of it to rate and review it for us.
I realize there are difficulties with display sometimes, but I don't know
how to resolve those. If they cannot be resolved, then that would eliminate
this idea as impractical.
