A solution along these lines that I believe is functionally the
simplest and also works across all TLDP mirrors is to have links
like something like this for each HOWTO:

	Rate:  [1]	[2]	[3]	[4]	[5]

where each number is an URL, something like
             <a ####@####.#### 
rated 2">[2]</a>

It is possible to fill in subject line as well as body which would
make it possible for us to generate an ASCII form for readers to
fill in additional inputs.

That would require a new mailing list but no other backend.
