You may even write an HOWTO about it :)
The core functionalities:
-You must be able to submit via e-mail
-You can consult all the bugs via web
-Any posting about a particular HOWTO should be sent to the authors too
as well as recorded in the database.
-bug could be several categories (spelling, incorrect code, addendum,
factual,...)
-you can retrieve all the open bugs of an HOWTO via e-mail
If rt can do it, so it goes...
but I may suggest you look first at other projects like sourceforge
tracking system or on how KDE and Gnome are handling documentation.
