How about a wiki, allowing anyone to start a page for a particular HOWTO 
following a quickly generated naming scheme. 

(Just as a trial balloon: take the "official" LDP name of a document, delete 
any punctuation, capitalize the only the first letter of each word (unless it 
is an acronym, maybe), and use that as the wiki name for a page to collect 
any comments , problems, etc. about that HOWTO.
