I think it's important to avoid delays in getting new submissions onto
the site.  So I suggest that if there is no one to read over the
entire doc right away, then just sample several percent of the doc.
If it's poor, then send it back to the author.  If it's fair, then put
it on the site with a note to the author suggesting a revision in the
near future.  Some kind of a list could be kept indicating how badly a
doc needs review (Guylhem called it QC).
