Try running this with LANG=C set in the environment. RHL9 uses UTF-8
locales by default. I think /usr/share/linuxdoc-tools/LinuxDocTools.pm
is broken, since it uses literal ISO-8859-1 characters in its source
code; it should use \x escapes instead.
Please make sure a bug report is filed.
