Yes that is correct. It is a listing (well its more than a listing), the
document lists and describes a variety of commands and how you would use
them. Its designed to be a summary used to learn about the tools, once you
find the particular tool then you use the manual/info/tldp or any other
documents to find more detailed information on this particular tool.
So yes you are correct, its not designed to be a full tutorial (if its was
it would be replicating many documents already written, it would be too much
work and it would be rediculously large).
Also, the document is designed to be more user-based than programmer-based,
so I avoid mentioning full programming languages (sed, awk) or tools which
would only be useful to developers.
There are 3 reasons for this:
1. I'm too inexperienced; I'm not familiar with the tools (I'm only a
first year CS student).
2. It would be easier for author(s) and readers if a seperate summary of
programming tools
"GNU/Linux Programming Tools Summary" was created. :).
3. It would just make the guide too large and too difficult to find
useful information from.
