This will always be a moot point.
British and British-influenced authors will always use OED spellings;
Hart's Rules (ISBN 0-19-212983-X); and Judith Butcher's Copy-Editing
(ISBN 0-521-25638-0).
Likewise the Chicago Manual of Style will always be used by American and
American-influenced authors.
I agree however that any document should be internally consistent.
[And I also concede that many non-specialist writers -- e.g. coders --
simply haven't a clue which usage they employ; and moreover seem to not
care!]
