Hi,
I am one of the main GFDD [1] developer.
GFDD development is in progress although it is already working.
Now we are working (spanish developers) on an off-line import feature.
An italian developer is working on changes on documents URI.
GFDD is written in PHP and uses PostgreSQL as dbms.
The license is GNU GPL. So why not to use GFDD engine for
tldp? You could add needed features and save time. (I know
there is a lot of work to do!)

In GFDD database you will find only free documentation [2]
but you won't find TLDP documents cause (of course) we _don't want_ 
to duplicate efforts.
