I was talking about a changelog inside a linuxdoc comment.
<!-- changelog goes here -->

This only appears in the *.sgml version of the HOWTO, so it's not
viewable to most people unless they download the sgml source.  I
wasn't even able to find it with Google.  However, I often make a copy
of the most recent change and put it in the Introduction: New in this
Version subsection.
