I'm not sure I understand what you mean. I created a new test.xml file
containing the following:
<?xml version='1.0'?>
<!DOCTYPE article PUBLIC '-//OASIS//DTD DocBook XML V4.1.2//EN'>
Then I did C-c C-p while in xml-mode. To the best of my knowledge I have not
customized PSGML. Can you clarify what you meant?

So you've customized your PSGML :-)
IIRC, new XML standards are including catalogs to work with XML
besides SGML. :-) Even in Java processors. There are some stuff at
DocBook mailing lists.
