     I don't know which is the best converter, but I know there are several 
listed in the section ``Tools for "up conversion" of non-XML formats to
DocBook (N-converters)'' in
http://www.docbook.org/wiki/moin.cgi/DocBookTools.

     Among them is MajiX, Logictran RTF Converter and several others.
