The Author Guide recommends starting a new HOWTO with:

<!DOCTYPE ARTICLE PUBLIC "-//OASIS//DTD DocBook V3.1//EN">

Yet the guide itself is using the latest XML version of DocBook:

<!DOCTYPE book PUBLIC '-//OASIS//DTD DocBook XML V4.1.2//EN' [

Is there any reason why we shouldn't be telling people to start their new
documents with DTD DocBook XML V4.1.2?
