This might be because the word processor (usually, Microsoft
Word) is producing curly quotes in Windows CP-1252 character
set. The publishing system does not necessarily know how to
deal with those as CP-1252 is a Microsoft perversion of
ISO 8859-1 (Latin 1) and not a real, international character
set.
It might be that the publishing system in question is rather
expecting to have ASCII quotes, and then it perhaps converts
them automatically to those curly ones later. But it is hard
to say anything definite, there are so many different DTP
programs and publishing systems around and they probably also
greatly differ in their character set support.

documents at least. :)
