Yes, exactly. I know it's a tedious job but someone has to do it.
For one, it's important for the reputation of TLDP. What do you think
will happen when someone visits a site that carries HOWTOs all updated
in 1998. I'm sure he won't blame the mirror but TLDP. At Debian, a
person is responsible to talk to mirror maintainers. That is, set up
new sites and complain if a mirror is not up to date.
