Look at "Free XML tools" page :

I'm trying to use Amaya (current version 7.1). It semi-ready to use,
but, unfortunately, buggy and can't perform XSL transformations.
However it is in active development now and you could contact authors.
It is possible to use MSXML 4.0 engine to perform XSL transforms to
view raw DocBook XML+XSLT in MS IE and to produce HTML psges
from XML (not tested yet).
