Hi John,
Yes, most of the review is, but we still need and appreciate the
feedback from the discussion list as well. It shouldn't be solely the
responsibility of the review team to decide what should appear - that's
what our peers are for!
However you do bring up a good point, and perhaps some of the discussion
can be held between the reviewers unless there is a need for more input.
