This could be useful, though I imagine it would be quite short, to
avoiding re-hashing ground already well-covered, or we could end up
actually writing a general HOWTO (for example, resources for a Windows
programmer's typical first Linux question, "What IDEs are available ?",
is not really C++-specific).
There is perhaps room for a tools-focused HOWTO (ABI issues with g++,
useful tools like textfilt, etc.)
