Discussion is done on the discuss list - new documents or any
business related to the LDP.
submit is ONLY used to submit documents for inclusion into
the LDP collection (and for updates of documents, etc.).
Your document has NOT yet been included as part of the collection,
so you were correcting in first presenting the topic/idea to
the discussion list.

If you are a new to the LDP and want to pick up an unmaintained
HOWTO or write a new HOWTO document, join the discussion list
at http://lists.tldp.org - This is to make sure the LDP knows
who is working on what documentation.
Before drafts are submitted for works in progress, we need to make
sure it's something the LDP will use.
