I looked at a small part of it and it's not only sexist but also makes a

I would guess that 10% is likely true (at least when it was written)
since only about 5% of women live in the US.  In India, China, Africa,
etc. there is only a tiny percentage of women "online".  Does "online"
mean that they get email?

I don't think we should publish this HOWTO.  What might be interesting
is to explain the various reasons why a larger percentage of women are
not into Linux.  I think it's already been explained to some degree
elsewhere.
