Whilst building a largish docbook document I have needed to do this sort
of thing as well. I have the following available on my CVS server if
people are interested:

In http://www.stillhq.com/cgi-bin/cvsweb/groff2db/

groff2db: attempt to convert mm and man tags roff files to docbook

In http://www.stillhq.com/cgi-bin/cvsweb/docbooktools/

code2db: convert source code to nicely formatted docbook
html2db: convert html to docbook
text2db: convert text to docbook
pdf2db: convert a pdf file into a series of figures in docbook source
