Charles is absolutely correct.  Emacs and XEmacs can use the PSGML
plugin to give you everything you need.  You can be working in a tag and
drop down a menu to list valid tags that can be nested within that tag. 
You can move to the next trouble spot, which is kind of a cool way to
validate your markup is correct (it displays "ok" at the bottom to tell
you it's good to go).  You can use the drop downs to insert tags as
well, and it will list the valid ones available.  Of course there is the
ability to use color tags (faces), which makes it really easy to see if
you make a mistake.  Should I go on?  ;)

I think that Emacs has mixed reviews sometimes, but the latest distros 
include the newest versions of Emacs, with drop down menus and icons in
addition to the keyboard shortcuts.  When I installed Mandrake 8.2 I
only needed to structure my catalogs, and XEmacs was already complete
with PSGML if I remember correctly.  If not, it's a breeze to install.
