Didn't solve the original poster's problem with the Usenet-News-HOWTO.
I've installed it and will use it for the LDP. There's also a new
"stream-lined" version of ldp_print that will be available soon -
courtesy of some work done by David Wheeler :-)

I think I found something related to the problem...it appears to be
due to the use of <book> as the main container element instead of
<article>. I quickly switched to <article> and the TOC does work
(but the SGML still requires a few more fixes related to switching).
