A problem I've seen using htmldoc on the FreeS/WAN documentation,
working from HTML source, is that it doesn't cope with duplicate
labels. e.g. if both glossary.html and firewall.html have a label
"NAT", links in the TOC or in the one-big-file HTML version will
often point to the wrong one. I solved this by changing some link
names to things "NAT.gloss" or "NAT.faq".
