The second path in the above statement is pointing to the wrong file. 
You don't want to point to html.decl.  You should be pointing to the
docbook.dcl file there.

Find the path to docbook.dcl and try the statement again on your file
and tell me if that helped.  If not, we can find out the new message
after the above is resolved!
