I will write a perl or bash/ksh script that acts as lets say, a
"language pre-processor"
But at the moment I've got idea where to start.
I dont know if I have to create some tags like
<title><en>english</en><fr>français</fr></title>
in the "illegal" pseudo-SGML-doc, or what ever could be easier to implement.
And then delete while transform to valid SGML/XML the "unwished"
language with
sed s#<en>.</en>##g or similar....
I also think to dicsuss this on this list, to maybe standardisize such
multi-language documents,
because I guess a lot of translation efforts will be done, if it is
easier for the translators.
Another I18n related thing will be: having DTD for different languages, e.g
<!DOCTYPE article PUBLIC "-//OASIS//DTD DocBook V3.1//{EN|DE|FR|Whatever}">
